India implements the Promotion and Regulation of Online Gaming Rules 2026 starting May 1. Learn about the ban on real-money games and new e-sports laws.

India’s digital landscape is about to experience a massive regulatory shift. The Ministry of Electronics and Information Technology (MeitY) has officially notified the Promotion and Regulation of Online Gaming Rules, 2026. Slated to come into effect on May 1, 2026, this comprehensive framework serves as the operational architecture for the PROG Act passed in late 2025.

The primary focus remains evident: the banning of real money gaming websites while also ensuring an ideal environment for legitimate e-sports and online social gaming websites to flourish.

Government to Establish Online Gaming Authority of India

As per the press release, At the heart of this new approach is the creation of the Online Gaming Authority of India (OGAI). Operating as an online regulator with its headquarters in New Delhi, OGAI shall include members from various ministries such as those of Home Affairs, Finance, and Sports. This multiparty organization will be responsible for game classification, investigating any complaints received, and creating a rigorous black list of all the money games on the Internet.

The important aspect of the guidelines here is that severe penalties are to be imposed on banks or financial organizations should they engage in any transactions with these outlawed sites.

In order to avoid any confusion, the laws lay out a “Determination Test” for determining whether a game title is a restricted money game, an online social game, or an acceptable e-sport. This test takes 90 days and examines the existence of financial incentives, business models, and monetization potential outside the game itself.

While the government prefers a “light regulation” method, meaning that most regular social games will be exempt from compulsory registration, all e-sports games must be officially registered. Officially approved games will get a digital certificate that lasts up to 10 years.
