Games will be held in Ahmedabad, Gujarat, at the Transtadia and Shahibaug Police stadium. The matches are scheduled to start at 8 a.m. and 4 p.m. The Group stages will last from April 26 through May 13, 2019. Four teams from each group will qualify for the quarterfinals and get direct entry into the IWL the following year.

The defending champions, Gokulam Kerala FC, were placed in Group A along with Mata Rukmani Devi SC, HOPS FC, Kahaani FC, and other teams. East Bengal has also been placed in Group A and will participate in their first IWL. Gokulam Kerala FC, play East Bengal FC in the inaugural match at the Shahibaug Police stadium in Ahmedabad on April 26 at 4:30 p.m.

In contrast, Group B will include illustrious teams like Sethu FC, Kickstart FC, Churchill Brothers FCG, Odisha FC, and others. The league round’s top three teams from each group advance to the Super-six round, where the IWL champions for 2022–23 will be chosen.
