The competition will include RoundGlass Punjab FC, the I League 2022–23 champions. All 11 Indian Super League teams. The four remaining openings in the Super Cup group stage will be filled by the teams who finished second through tenth in the I-League. Four groups of four teams each will be formed from the 16 participating teams. In the group stage, these teams will compete in a single round-robin format. The winners of each group will advance directly to the semifinals, where they will compete in a single tie for a place in the tournament’s final.

The ultimate champions of the competition will then play the winners of the 2021–22 I–League, Gokulam Kerala. With the victor securing a ticket in the 2023–24 AFC Cup group stage. The MS Corporation Stadium in Kozhikode and the Payyanad Stadium in Manjeri, both in the state of Kerala, will host the competition. The reigning champions, FC Goa, will aim to successfully defend their championship.
