As the impending ban on Indian football hangs in the balance, the draft constitution set by the Committee of Administrators (CoA) received major backlashes from the state federations and the FSDL. Recently, AIFF’s marketing partner and promoter of ISL, Football Sports Development Limited (FSDL) has dragged AIFF into court for breach of the agreement.
Taking a major decision on the matter, the Supreme Court decided that it would refrain from interfering in the commercial side of the apex football body of the country.
The bench statement stated that “We don’t want to get in commercials of sport. Let a democratically elected body handle that. We won’t give a stamp to Mr Salve’s (who is representing FSDL) plans nor are we going to enter it: Supreme Court on AIFF’s commercial deals and leagues issue.”
“The committee of administrators have finalised the report and 250 comments were received by COA,” the bench further added.

AIFF vs CoA: A Recap
- The Supreme Court of India appointed the Committee of Administrators (CoA) on 18th May and tasked them to take over the day-to-day functioning of the AIFF, along with drafting the constitution and democratically conducting the AIFF elections.
- The FIFA-AFC delegation team that visited India last month has set a deadline to get the pending jobs concluded, or else India faces a FIFA ban. FIFA doesn’t allow any third party to control the Football Federation of a nation.
- The AIFF constitution should be approved by 31st July and the AIFF elections should be conducted by 15th September.
- That is why the CoA was in hurry to get the final draft approved by the Supreme Court with approval from all 36 state associations.
- The hearing for the draft constitution took place on 21st July.
- The Supreme court adjourned the case after the hearing. The next date of hearing has been set on 28th July.
One of the major concerns that were objected to by various parties involved the standing of the top-tier league of the country. As per the final draft of the Supreme Court-appointed Committee of Administrators (CoA), “the senior-most league should be owned, operated, recognised and directly managed by the AIFF, that implements the principles of promotion and relegation.”

ISL currently does not have that. It is run by IMG-Reliance as per the agreement signed in 2010. So, to put it bluntly, I-League will be the Premier Division and not ISL.
All these disputes along with the other concerns and objections that were raised by the state federations and the FSDL will be heard by the Supreme Court of India, next Thursday on 28th July. With the deadline set by FIFA for approval of the constitution being set on 31st July, the concerned bodies will be eager to finalize the constitution within the stipulated deadline and conduct the AIFF elections by 15th September.
