An adjustment to the provision for “Training compensation and solidarity payment” has been included, which is a historic move that had never been considered before and will inspire academies across the nation to develop further and create top players.

What is Regulations on Status and Transfer of Players (RSTP) ?

When a player leaves his parent academy or club and joins another academy or club, “the people/academies who are involved in training of players at grassroots level but cannot participate in AIFF youth leagues” will now be entitled for compensation under the new RSTP modification.

Previously, a club or academy required to participate in at least one AIFF Youth League match in order to be eligible for training compensation. Playing in AIFF Youth Leagues will no longer be a requirement to qualify for the new Training Compensation, which will take effect on June 1, 2023.

“The small academies/coaches are a true source of identifying and training players at the nascent stage but ignored due to the conditions set out in the RSTP,” the AIFF Executive Committee said when introducing the change. As a result, they are not only ignored financially but also in terms of their reputation and popularity.

Another strategic choice made by the Executive Committee will benefit Member Associations (state associations) from an administrative and budgetary standpoint. The MAs have been granted increased authority to approve player registration, renewal, and intra-state transfers through the AIFF Centralised Registration System (CRS) thanks to a recent reform.

Beginning on June 1, 2023, the MAs will have the ability to approve final requests and will also be entitled to 75% of the CRS charge. The AIFF further stressed that state associations will afterwards be granted authority to authorise intra-state transfers in phases.

The Executive Committee also amended the law so that amateur athletes in the nation “can be registered with a maximum of 4 (four) clubs but subject to play for 3 (three) clubs in one season”) beginning on June 1, 2023. The Committee is certain that this will provide excellent athletes across the nation additional playing time.

Amateur players can now register for a maximum of two years rather than one, although they must give the club 30 days’ notice before quitting. Before, no such advance notification was necessary while leaving a club. A player’s involvement in State and District teams, however, is excluded from counting as a transfer.
