In a landmark move for India’s orange economy, the Ministry of Electronics and Information Technology (MeitY) has officially notified the commencement date and regulatory framework for the Promotion and Regulation of Online Gaming Act, 2025 aka PROGA 2025.

According to the Gazette notifications released today, the Act will formally come into force on May 1, 2026. This legislation marks the end of the “wild west” era for online gaming in India, introducing a structured environment designed to boost e-sports while cracking down on illegal gambling.
Online Gaming Authority of India Formed
A central pillar of this new regime is the establishment of the Online Gaming Authority of India (OGAI). Under Notification S.O. 1992(E), the government has constituted a high-powered committee to oversee the sector. The Authority will be led by the Additional Secretary of MeitY as Chairperson (ex officio) and includes Joint Secretaries from five key ministries:
- Home Affairs
- Financial Services (Ministry of Finance)
- Information and Broadcasting
- Youth Affairs and Sports
- Legal Affairs (Ministry of Law and Justice)
This inter-ministerial composition ensures that the Authority can address everything from financial compliance and digital safety to the promotion of e-sports as a legitimate athletic endeavor.

Strengthening Enforcement: Cyber Cells Get Teeth
To ensure the Act isn’t just “paper tiger” legislation, Notification S.O. 1993(E) empowers law enforcement with specific investigative roles. The Central Government has authorized:
- Police officers in charge of Cyber Cells at State and Union Territory levels.
- Nodal Cyber Cell officers within State/UT administrations, extending down to district and commissionerate levels.
These officers are now legally mandated to investigate offenses under the Act, which includes the strict prohibition of “online money games”—platforms involving betting, wagering, or stakes that have long been a concern for public order and financial security.
What Online Gaming Act 2025 Means for Players and Developers
The 2025 Act creates a clear distinction between e-sports/social gaming and illegal money gaming. While the former will receive government support through registration mechanisms and potential training academies, the latter faces stringent penalties, including fines up to ₹1 Crore and imprisonment.
As the May 1st deadline approaches, the industry is bracing for a total shift in operations. For the millions of Indian gamers, this means a safer, more transparent digital playground; for the government, it’s a decisive step toward a “Digital India” that balances innovation with consumer protection.
